Þann 23. apríl 2024 hélt samstarfsvettvangurinn BIODICE heilsdags vinnustofu um líffræðilega fjölbreytni. Markmið vinnustofunnar var að greina og ræða málefni líffræðilegrar fjölbreytni í víðu samhengi eins og hún birtist í íslenskri stjórnsýslu. Viðfangsefnið tengist verkefninu Líffræðileg fjölbreytni Norðurlanda (The Nordic Biodiversity Framework) sem BIODICE og samstarfsaðilar fengu nýlega styrk til frá Norræna vinnuhópnum um líffræðilega fjölbreytni á vegum Norrænu ráðherranefndarinnar.
Þátttakendur
Vinnustofan var afar vel sótt og mættu um 40 einstaklingar til leiks. Fulltrúar ráðuneyta og tengdra aðila sem vinna með málefni líffræðilegrar fjölbreytni í efstu lögum stjórnsýslunnar tóku þátt þ.m.t. stýrihópur um stefnu og framkvæmdaáætlun um líffræðilega fjölbreytni sem skipaður var í byrjun árs og starfar á vegum umhverfis- orku og loftslagsráðuneytisins. Í honum starfa fulltrúar frá heilbrigðis-, innviða-, matvæla-, mennta- og barnamálaráðuneytinu sem og fulltrúi frá Sambandi íslenskra sveitarfélaga. Að auki tóku þátt fulltrúar frá forsætis-, háskóla- iðnaðar og nýsköpunar-, menningar- og viðskipta- og utanríkisráðuneyti sem og tilnefndir fulltrúar frá Byggðastofnun, Embætti Landlæknis, Sambandi íslenskra sveitarfélaga, Skipulagsstofnun, Umhverfisstofnun, Vatnajökulsþjóðgarði, Vegagerðinni og Þjóðgarðinum á Þingvöllum. Fulltrúar frá Hafrannsóknastofnun, Háskólanum á Hólum, Háskóla Íslands, Land og skógi, Landvernd, Matís, Náttúrufræðistofnun, Náttúruminjasafni Íslands, Náttúrustofu Suðvesturlands og Ungum Umhverfissinnum voru einnig meðal þátttakenda.
Dagskráin
Dagskráin samanstóð af erindum fyrir hádegi og hópavinnu eftir hádegi. Erindin fjölluðu um BIODICE (Ragnhildur Guðmundsdóttir), verkefnið Líffræðileg fjölbreytni Norðurlanda (Rannveig Magnúsdóttir), mikilvægi líffræðilegrar fjölbreytni, þátttöku samfélagsins og sérstöðu náttúrunnar (Skúli Skúlason), stefnu Sameinuðu þjóðanna um líffræðilega fjölbreytni –Kunming-Montreal Global Biodiversity Framework (GBF) (Snorri Sigurðsson), markmið 6 í GBF um ágengar framandi tegundir (Bjarni Kristófer Kristjánsson) og starf stýrihóps um stefnu og framkvæmdaáætlun um líffræðilega fjölbreytni (Sigríður Svana Helgadóttir). Að auki héldu Katherine Richardson frá Kaupmannahafnarháskóla í Danmörku og Hanna-Kaisa Lakka frá Háskólanum í Jyväskylä í Finnlandi erindi en þær eru samstarfsaðilar í verkefninu Líffræðileg fjölbreytni Norðurlanda.
Snorri Sigurðsson, hjá Náttúrufræðistofnun og starfsmaður stýrihóps um gerð stefnu um líffræðilega fjölbreytni hélt erindi um markmið Kunming-Montreal Global Biodiversity Framework (GBF). Snorri Sigurðsson at the Icelandic Institute of Natural History and a staff member of a policy group on biodiversity introduced the goals and targets of Kunming-Montreal Global Biodiversity Framework (GBF).
Bjarni Kristófer Kristjánsson hjá Háskólanum á Hólum tók dæmi um Markmið 6 í GBF um ágengar framandi tegundir. Bjarni Kristófer Kristjánsson at Hólar University talked about target 6 in the GBF on invasive alien species.
Katherine Richardson hjá Center for Macroecology, Evolution, and Climate hjá Globe Institute, Kaupmannahafnarháskóla í Danmörku hélt erindi og svaraði spurningum í gegnum fjarfundarbúnað. Katherine leiðir verkefnið Líffræðileg fjölbreytni Norðurlanda í Danmörku. Katherine is the leader of the Nordic Biodiversity Framework project in Denmark.

Verkefnin framundan
Haustið 2024 verða haldnar þrjár vinnustofur til viðbótar. Á Íslandi mun verða áframhaldandi umræða um líffræðilega fjölbreytni í íslenskri stjórnsýslu og gögnum um stefnur, lög og reglugerðir verður skipulega safnað saman í tengslum við markmið Kunming-Montreal stefnunnar. Þar verður hagsmunaaðilum að auki boðin þátttaka. Í kjölfarið verða haldnar sambærilegar vinnustofur í Finnland og Danmörku. Eftir árið munu því liggja fyrir gögn sem gagnast munu í áframhaldandi vinnu hérlendis sem og í hinum samstarfslöndunum við innleiðingu markmiða um verndun líffræðilegrar fjölbreytni með sjálfbærni og jafnrétti að leiðarljósi eins og samningur Sameinuðu þjóðanna kveður á um. Workshop on biodiversity in Iceland
On April 23, 2024, the collaborative platform BIODICE held a full-day workshop on biodiversity in Iceland. The workshop took place at the Marine and Freshwater Research Institute in Iceland that is placed in Hafnarfjörður. The aim of the workshop was to analyze and discuss the issue of biological diversity in a broad context as it appears in Icelandic administration. The topic is related to the project The Nordic Biodiversity Framework, for which BIODICE, and partners in Denmark and Finland, recently received a grant from the Nordic Working Group on Biodiversity under the auspices of the Nordic Council of Ministers.
Representatives of ministries and related parties who work with biodiversity issues in the highest levels of administration were invited to the workshop, including representatives of the steering group on policy and implementation plan for biological diversity. The program consisted of lectures in the morning and group work in the afternoon. The talks covered the importance of biodiversity, the Kunming-Montreal Global Biodiversity Framework (the United Nations policy on biodiversity), the Nordic Biodiversity project and the work of the steering committee on policy and implementation plans for biodiversity. In addition, Katherine Richardson from the University of Copenhagen in Denmark and Hanna-Kaisa Lakka from the University of Jyväskylä in Finland gave presentations, but they are partners in the Nordic Biodiversity project. In the afternoon, the participants were divided into four groups and the discussions were related to certain questions. Secretaries from BIODICE were in all groups that took down points that will be, among other things, used in reporting for the Nordic Biodiversity project. This report and other products of the project will be useful to the Nordic governments when implementing the Kunming-Montreal policy on biodiversity.
The workshop was successful and very well attended, with around 40 people participating. Of these, there were representatives from the Prime Minister’s office, Ministry of Social Affairs and Labor, the Ministry of Higher Education, Science and Innovation, the Ministry of Health, the Ministry of Infrastructure, the Ministry of Food, Agriculture and Fisheries, the Ministry of Culture and Business Affairs, the Ministry of Education and Children, the Ministry of the Environment, Energy and Climate and the Ministry of Foreign Affairs. Also participating were representatives from the Icelandic Regional Development Institute, the Directorate of Health, the Marine and Freshwater Research Institute, Hólar University, the University of Iceland, the Land and Forestry Institute, the Icelandic Environment Association, the Food Research Company – Matís, the Icelandic Natural History Institute, the Icelandic Museum of Natural History, the Southwest Iceland Nature Research Centre, the Icelandic Association of Local Authorities, the Icelandic National Planning Agency, the Environment Agency of Iceland, the Icelandic Youth Environmentalist Association, Vatnajökull National Park, the Icelandic Road and Coastal Administration and the Thingvellir National Park.
In autumn 2024, three more workshops will be held. The first will be in Iceland, where the discussion on biodiversity in Icelandic administration continues and data on policies, laws and regulations will be systematically collected in relation to the goals of the Kunming-Montreal strategy. Stakeholders will also be invited to participate. Subsequently, similar workshops will be held in Finland and Denmark.
