Mánudaginn 27. nóvember 2023 afhenti BIODICE Svandísi Svavarsdóttur matvælaráðherra greinargerð um vistkerfisnálgun. Greinargerðin inniheldur samantekt og niðurstöður frá málþingi sem ráðuneytið og BIODICE stóðu fyrir 21. september síðastliðinn.
Framsögur á málþinginu komu frá ýmsum stofnunum sem tengjast BIODICE: Náttúruminjasafni Íslands, Háskólanum á Hólum, Náttúrufræðistofnun Íslands, Landgræðslunni, Skógræktinni, og Hafrannsóknarstofnun. Einnig tóku ýmsir hagaðilar þátt en fulltrúar frá Ráðgjafarmiðstöð landbúnaðarins, Bændasamtökum Íslands, bændasamfélaginu, Samtökum fyrirtækja í sjávarútvegi, Brimi ehf., Grundarfjarðarbæ og Ungum umhverfissinnum voru með innlegg um það hvernig vistkerfisnálgun snýr að þeirra starfsemi. Þau atriði sem voru til umfjöllunar voru eftirfarandi: Hvað er vistkerfisnálgun og hvernig tengist hún líffræðilega fjölbreytni og stefnum um auðlindanýtingu? Hvaða alþjóðlegu samningar taka á líffræðilegri fjölbreytni og vistkerfisnálgun og hvernig endurspeglast þeir í stefnu stjórnvalda á Íslandi? Hvernig vinna rannsóknar- og eftirlitsstofnanir á Íslandi með vistkerfisnálgun og auðlindanýtingu á sjó og landi?
Greinargerðin inniheldur samantekt á því sem fram kom á málþinginu ásamt lýsingu á hvað vistkerfisnálgun er eins og hún er skilgreind af Sameinuðu þjóðunum sem og aðgerðaráætlun sem miðar að verndun líffræðilegrar fjölbreytni með sjálfbæra nýtingu náttúruauðlinda að leiðarljósi. Aðgerðaráætlunin er leiðbeinandi og skiptast í þrennt; í fyrsta lagi að bæta þekkingargrunn vistkerfisnálgunar, í öðru lagi að bæta umgjörð – svo sem lög- og reglugerðir – við innleiðingu vistkerfisnálgunar og í þriðja lagi að bæta framkvæmd vistkerfisnálgunar. Mikilvægustu skilaboð greinargerðarinnar eru að til að ná markmiðum um vistkerfisnálgun þurfi samstarf allra hagaðila sem og samvinnu ráðuneyta þar sem verkefnin deilast á marga geira samfélagsins. Greinargerðin var skrifuð í sameiningu allra þeirra sem að málþinginu komu.
Við afhendingu skýrslunnar til ráðherra kom fram að vilji er til áframhaldandi samstarfs ráðuneytisins og BIODICE meðal annars með því að halda annað málþing um vistkerfisnálgun með starfsmönnum stofnana ráðuneytisins, sem og önnur verkefni er snúa að vistkerfisnálgun, verndun líffræðilegrar fjölbreytni og sérstöðu náttúru Íslands.

Matvælaráðuneytið fól BIODICE að taka saman helstu niðurstöður og sjónarmið sem fram komu á málþinginu auk tillagna um þau lykilatriði sem eru grundvöllur þess að vistkerfisnálgun sé viðhöfð fyrir mismunandi framleiðslugreinar, sem og aðgerðir við innleiðingu hennar og beitingu.
Í samantektinni kemur m.a. fram að vistkerfisnálgun er alþjóðlegt áherslumál og að Ísland er aðili að mörgum alþjóðasamningum þar sem aðferðafræði og beiting vistkerfisnálgunar er lykilatriði. Jafnframt að skýr samhljómur hafi verið meðal allra aðila sem komu fram á málþinginu um nauðsyn vistkerfisnálgunar og að tímabært sé að innleiða hana hérlendis með skipulegum hætti. Fræðsla og menntun þurfi að fela í sér samtal allra aðila og byggja á reynslu og þekkingu framkvæmdaaðila s.s. bænda, sjómanna og fyrirtækja auk þekkingar sem fengin er með vísindalegum nálgunum. Samantektin mun nýtast við mótun aðgerðaáætlana fyrir málaflokka ráðuneytisins
BIODICE presented report on the Ecosystem Approach to the Minister of Food
On Monday the 27th of November 2023 BIODICE submitted a report to the Icelandic Minister of Food, Agriculture and Fisheries, Svandís Svavarsdóttir, on the ecosystem approach. The report contained a summary of the conclusions from a symposium on the ecosystem approach organized by BIODICE on September 21st.
The symposium had presenters from many institutions with connection to BIODICE: The Icelandic Museum of Natural History, Hólar University, The Icelandic Institute of Natural History, The Soil Conservation Service of Iceland, the Icelandic Forest Service, and the Marine and Freshwater Research Institute. These were followed with presentations from diverse stakeholders. The symposium and presentations were developed in a process of consultation with many specialists and stakeholders from diverse fields around the country. In the seminar, the following topics were covered: what is the ecosystem approach and how does it relate to biodiversity and to policies for resource use? What are the international agreements regarding biodiversity and the ecosystem approach and how are they reflected in Icelandic policy documents? How are the government’s research and management institutions working with the ecosystem approach regarding management of land and sea resources?
The report contains a summary of the symposium as well as a description of the ecosystem approach as defined by the United Nations and then proceeds to present a list of recommendations by BIODICE to the government on how to implement the ecosystem approach and improve biodiversity protection and sustainable use of natural resources in Iceland. These recommendations fall into three categories: Improving the knowledge foundation, preparing a legal and institutional framework, and implementation of practical measures. One of the key messages is that to achieve a sustainable policy framework requires collaboration between all sectors of society and between different Ministries as it involves many different policy areas. The report is written in joint collaboration between many members of BIODICE and with consultation with practitioners and is thus a collective product.
In the meeting when the report was handed over to the Minister it was also discussed how to continue the collaboration between BIODICE and the government, such as organizing workshops on the ecosystem approach for the different research and policy institutions, as well as other ideas that have the long-term goal of implementing ecosystem approach, protecting biodiversity and the unique nature of Iceland.

BIODICE, a cooperation network on biological diversity, today presented Svandís Svavarsdóttir, Minister of Food. Agriculture and Fisheries, with a report from the symposium on the ecosystem approach that was held on September 21.
The Ministry commissioned BIODICE to compile the main results and points of view expressed at the symposium as well as proposals on the key issues that are the basis for the ecosystem approach for different production sectors, as well as actions for the implementation and application of the ecosystem approach.
In the report it is stated that the ecosystem approach is an international priority and that Iceland is a party to many international agreements where the methodology and application of the ecosystem approach is a key issue. There was a clear consensus among all the parties who spoke at the symposium about the need for an ecosystem approach and that it is time to implement it in Iceland in an orderly manner. Education and training must include dialogue between all parties and be based on the experience and knowledge of implemented parties, e.g. farmers, fishermen and companies as well as in knowledge obtained through scientific approaches. The report will be useful in the formulation of action plans for the Ministry’s agendas.
